JIM CROW LAWS

Meaning Clusters


Late in the 19th century

national racial policy
tolerated discrimination

against blacks.


Many Southern states

passed “Jim Crow” laws.

 

They segregated

public schools,
forbade or limited access
to public facilities,
and denied most blacks

the right to vote.

 

They avoided breaking

the 15th Amendment

by imposing poll taxes

and arbitrary literacy tests.

The North completely

failed to address

the economic needs

of the freedmen.

Former slaves needed
institutions able

to provide political

and economic opportunity.


They also needed

protection from violence

and intimidation.

The Freedmen's Bureau

and Federal Army

often employed racists.

White Southerners united

into organizations

such as the Ku Klux Klan.


Economic desperation

forced many Southern blacks

to become tenant farmers

on land owned

by their former masters.


Freedmen continued

to live in poverty

for many years.
